Building in Hurricane-Prone Areas: Considering Modular Construction
Hurricanes have become a powerful reminder that how a home is built matters when extreme weather arrives. In the aftermath of major storms, differences in how homes perform can often be traced to decisions made long before the storm—from structural engineering and material selection to the precision of construction and the connections that hold the home together.
For homeowners in hurricane-prone areas, resilience is not about making a home hurricane-proof. It is about giving the structure a better chance of withstanding high winds, wind-driven rain, and flying debris. Modular construction offers several advantages in that regard, beginning with the controlled, highly engineered process used to build the home.
Structural Resilience Begins With Engineering
A resilient home begins with a structural system designed to work as a whole. Roof, walls, floors, and foundation must work together to transfer the forces created by high winds through the structure and into the ground. As previously discussed, FEMA’s Building Performance Assessment Team examined the performance of different types of construction following Hurricane Andrew, which struck South Florida in 1992. In its assessment of wood-frame modular buildings, FEMA reported that “relatively minimal structural damage was noted in modular housing developments” and that the modular system “performed much better than conventional residential framing.”
FEMA’s assessment also found that the modular system’s performance was associated in part with the rigidity created when individual modules were combined and the secure connections between structural components. The findings reinforce an important point: resilience depends not simply on the materials used, but on how the structural system is engineered and connected.
Construction Quality Matters
The engineering of a home only works as intended when it is carried through accurately during construction. Modular construction provides a controlled environment in which structural components can be assembled according to detailed plans and specifications, without many of the weather-related variables present in extended outdoor construction.
Building indoors also allows structural work to proceed without exposure to rain, wind and other conditions that can affect materials and construction schedules. Components are assembled under consistent conditions, with inspections and quality-control measures built into the manufacturing process.
Once the modules arrive at the building site, they are set on a foundation and connected to create a unified structure. The quality of that installation is an important part of the overall structural system. Foundation design, anchoring, connections between modules and site-specific engineering all need to work together for the completed home to perform as designed.

For homes in hurricane-prone areas, the construction method is an important part of the resilience equation. Materials, engineering, structural connections, foundation design and installation all contribute to how a home responds when subjected to extreme wind conditions.
